Mystery tool. What is it?

Editor Clarky, on Classic Bike Guide, has inherited this small hand tool shown here and to put it bluntly, hasn’t a clue what it is or for what it’s used. Having passed it around the office, he’s still no wiser and it’s intriguing all who’ve seen it. Knowing who owned it previously, it’s safe to say it’s nothing to do with motorcycles.

The tool in question is made of plastic and is about five inches long. Powered by a couple of AA batteries when the trigger is pressed the two pins alternate in and out a high speed. They’re sharp but not pin sharp and the adjuster knob regulated the distance they protrude. Any ideas anyone?
